Apache XML Graphics FOP 2.9 contains an Improper Restriction of XML External Entity Reference (XXE) vulnerability (CVE-2024-28168). The issue is attributable to insecure XML parsing defaults (as discussed for multiple Apache Java projects) that allow external entity resolution when processing attacker-influenced XML, enabling unintended access to external resources during XML parsing. Upgrading to Apache XML Graphics FOP 2.10 fixes the issue.

If an attacker can cause a vulnerable FOP 2.9 instance to parse malicious XML, they may be able to trigger external entity resolution, which can lead to disclosure of local files and/or server-side request forgery (SSRF) to internal or external network resources, depending on runtime configuration and network egress controls.

Mitigation

If you can’t patch tonight, do this now.

As a defense-in-depth measure, restrict or disable external entity resolution and external DTD processing in the XML parser configuration used by FOP where possible, and apply network egress controls to limit outbound requests from the FOP processing environment.

Remediation

Patch, then assume compromise.

Upgrade Apache XML Graphics FOP from 2.9 to 2.10, which fixes CVE-2024-28168.
