CVE-2025-40765 is a critical vulnerability in Siemens TeleControl Server Basic V3.1 (all versions >= V3.1.2.2 and < V3.1.2.3) due to missing authentication for a critical function (CWE-306). This flaw allows unauthenticated remote attackers to obtain password hashes of users and subsequently log in to perform authenticated operations on the database service. The vulnerability is remotely exploitable, requires no privileges or user interaction, and is associated with attack patterns such as message identifier manipulation and communication channel manipulation. Proof-of-concept exploits may be available, increasing the risk of exploitation.

Successful exploitation allows unauthenticated remote attackers to obtain user password hashes, which can be used to gain unauthorized access to the database service and perform authenticated operations. Mitigation

Restrict network access to port 8000 to trusted IP addresses only. Minimize network exposure of control system devices, use firewalls to isolate critical systems, and employ secure remote access methods such as up-to-date VPNs. Disable unnecessary services and monitor for unauthorized database activity. Follow Siemens’ Industrial Security guidelines and operational best practices.

Remediation

Patch, then assume compromise.

Upgrade TeleControl Server Basic to version V3.1.2.3 or later, as this release addresses the missing authentication flaw. Siemens also recommends reviewing all user accounts, resetting any potentially compromised passwords, and monitoring the database for unauthorized access.
