CVE-2025-64447 is a vulnerability in Fortinet FortiWeb (8.0.0–8.0.1, 7.6.0–7.6.5, 7.4.0–7.4.10, 7.2.0–7.2.11, 7.0.0–7.0.11) caused by reliance on cookies without validation and integrity checking. An unauthenticated remote attacker can send crafted HTTP/HTTPS requests containing forged cookies to execute arbitrary operations on the system. Exploitation requires prior knowledge of the target FortiWeb device serial number.

Where immediate patching is not possible, reduce exposure of FortiWeb management/affected interfaces to untrusted networks, and implement compensating controls that prevent or detect cookie forgery (e.g., enforce cookie integrity protections and robust session management) until the fixed version can be deployed.

Remediation

Patch, then assume compromise.

Upgrade FortiWeb to a Fortinet-provided fixed version as indicated in Fortinet PSIRT advisory FG-IR-25-945 (https://fortiguard.fortinet.com/psirt/FG-IR-25-945).
