DoS via integer wraparound infinite loop in Silicon Labs Matter SDK

A reachable infinite loop condition caused by an integer wraparound exists in Silicon Labs' Matter SDK. An attacker can trigger the wraparound such that execution enters a non-terminating loop, rendering the device unresponsive; recovery requires a hard reset.
