GitLab CE/EE improper authorization allows access to previous pipeline job information

GitLab CE/EE contained an improper authorization issue affecting versions 15.1 up to (but not including) 18.7.6, 18.8.6, and 18.9.2. Under certain conditions, an authenticated user could access previous pipeline job information for projects that have repository and CI/CD disabled, due to insufficient authorization checks protecting access to that historical pipeline job data.
